He was arrested for disorderly conduct, not for "being racist".
It's a pretty broad charge so I guess if you pursued it, you could get people arrested for a lot of little shit. I am curious as to how far you can take that charge though. "Disturbing the peace" can go a lot of ways.

It's a bullshit arrest. Everyone who is being honest knows why he was arrested. If that can get someone arrested, anyone can be arrested for anything.
