It's the outer layer of the eye. Thick solid and tight limbal rings are considered way more attractive and I can understand why. eg

Your limbals are ok but they need a bit of work. Start off with some light limbal exercises 3x per week and work your way up. If your eyes are already dark then you already have a decent limbal to begin with.
