A body of water doesn't have any function that allows it resist gravity. Birds, insects, and helium balloons do. That's like asking why a person can jump but a rock can't.

Dude, study science/physics and it will provide you answers to these questions. You take note that the universe is absurd, which it is, and you raise interesting questions as a result of noticing the universe is absurd.
