"The Congress shall have Power... To declare War, grant Letters of Marque and Reprisal, and make Rules concerning Captures on Land and Water."

This clause explicitly grants Congress, not the President, the authority to declare war.

Ocasio-Cortez is simply banking on the fact that dragging the US in the Israel-Iran war is extremely unpopular in congress and with the public. I think she's wrong and the congress is not about to betray Trump, maybe after a serious escalation but not now.

I don't condone the strikes, but this is by no means unique to Trump. One could likely go back as far as TR, and the POTUS probably authorized some act of aggression(under the justification of self-defense, protecting other group's freedom, etc), that was not considered an act of war and/or received congressional approval before proceeding. It seems to have become ingrained into the office of POTUS; particularly post-WWII.
