Athletic commissions and sanctioning bodies have always had criteria limiting who could fight who.

If the UFC hadn't brought in rankings it would be less of a problem but that said Iaquinta and Pettis at #11 and #12 would appear to be legit contenders for a late notice title fight (if it was boxing anyway) and Felder probably not.
