Hillary did not do what Trump did. She - or her campaign and the DNC - were fined for mislabeling their funding of the dossier. They labeled it as legal services instead of opposition research. That's it. it was how they disclosed it on forms, not that they did it. Hiring Steele in and of itself was not illegal. He ran a private intelligence firm. People use them all the time. In fact, Steele's research began because a conservative outlet hired him first.

- Trump soliciting Russian assistance on TV, for which they gave in a few hours
- Trump working on a business project - Trump Tower Moscow - which required the approval of a hostile foreign power to complete, while running for POTUS, and lying about it.
- The Trump Tower meeting, soliciting dirt from Russian agents in exchange for possibly easing sanctions.
- Firing the head of the FBI for investigating your contacts with Russia, then surreptitiously inviting Russian spies into the oval office immediately after, to celebrate and hand them over classified information.
There are many, many more points of contact that could be elaborated on. But you can't handle what's already been mentioned, so that's a moot point.
Who cares if he was foreign? He was a private British citizen. This is not equivalent to working with the agents of a hostile foreign power, obviously, no matter how much you want it to be so. Once again, do you believe Steele should have worked for free? What's wrong with paying him?

raw intelligence Steele compiled, which by his own admission was probably only 70-90% accurate, was given to intelligence by
Steele himself, because he thought it was a matter of national security.

"does not conclude that the President committed a crime"; however, "it also does not exonerate him"
That's not "proven innocent." The report goes on to state Russian interference in the election was "sweeping and systematic," welcomed by Trump, and that there were numerous links between Trump's inner circle and people connected to the Russian government.
