They didn't say the belts would be merged either. Wouldn't doubt New Japan takes their Strong belt back soon.

Tony very much gave the impression the three were being merged.
He specifically said "unifying". unifying means merging multiple titles into one
as it seems we not just have a ridiculous amount of titles.
World Title, TNT Title, International Title, Continental Title, and then in addition ROH World Title and Pure Titles on AEW TV.

Don't think they've ever said anything about unifying them into one championship on TV. Eddie Kingston is currently recognized as being three separate champions. Even the sentence before the one you quoted from that press conference Tony Khan said the winner would be recognized as three separate champions.

New Japan is currently promoting Eddie Kingston's defense at the New Japan show in San Jose next month as "Eddie Kingston is defending the New Japan Strong Openweight Championship, as well as, the ROH World Championship, and AEW Continental Championship" lol
Doesn't seem like New Japan is handing their belt over.
