As far as I know, the commission doesn't have any say in rankings or titles or any of that shit. They just ref the fight itself.
I'm 100% certain. Commissions don't make the UFC rankings but they decide who can fight for the title and who wins the title after the fight. A fairly recent example in NY the UFC tried to let Felder fight Khabib for the title and NYSAC said no because he wasn't ranked he was not eligible to fight for the title. Now as far as fights outside the USA that can be different.

But that's for eligibility.

How about when fighters break the UFC code of conduct. The UFC could strip them without the commission.

Or how the UFC decides when they make a title vacant when someone gets injured or retires or whatever.

For example, Randy Couture as a champ decides he wants out, the UFC make an interim title for Nog and Tim. Then Randy comes back they give him his title back. No commission there.

Or how the UFC decides that Ferguson isn't an interim champ anymore.
