I'm 100% certain. Commissions don't make the UFC rankings but they decide who can fight for the title and who wins the title after the fight. A fairly recent example in NY the UFC tried to let Felder fight Khabib for the title and NYSAC said no because he wasn't ranked he was not eligible to fight for the title. Now as far as fights outside the USA that can be different.Are you sure it's not the UFC deciding?
