It really depends on a lot of things. What you are taught. Is your instructor teaching you everything you should and could know? What can you retain? Are there enough competitors (close to your size) in your school? Are there enough quality competitors in your local area tournaments? If not do you have the ability/financial backing to fix that? Are you commited to improving? Do you have a good work ethic? Can you set your ego aside to improve the holes in your game? A lot of these things seem rather simple and obvious, but they may take time to discover and fix.
I have a teammate that started at 17. Within the year she had elite points and was ranked 12th in the country at her weight class. She worked her ass off on cardio, weights and Judo every day because she wanted it bad enough.
