It makes perfect sense. He didnt tap and was sleeping when the bell rang. He woke up a few seconds afterwards so its a technical submission.

Or maybe he was just resting because of the inhuman amount of energy he had spent to get to that point. Who wouldn't be completely exhausted right there ? And who would possibly think that he'd have to do anything at that point? The final bell had sounded.

The guy was out but his legs were just a reaction. The biggest indicator for Simon winning the fight is that the other guy was NOT DEFENDING his neck. We all know that if you get caught in a guillotine, the first thing you do is get a hand in on your neck. He did neither.. He couldn't get up after the fight because he was clearly OUT!

Once the final bell sounds, the fight is over. You can pass out, lay down, limp, cry out in pain, anything. The fight is over and goes to decision.
