The fools are the people who repeat this tripe without doing any fact checking. I was alive for all of the time that rockets have been sent into space.

There are many cameras on satellites watching the earth at all times. Most are used by the military but there are some that are used by private companies. There is a live feed from the international space station going on right now.

There is a practical limit on optical telescopes resolution. To resolve small details at large distances means building telescopes with larger and larger apertures (lens).
Aperture size quickly becomes impossibly large to resolve human scale detail at anything beyond earth - moon distance. Like thousand or millions of miles and that sortof device enters into the realm of science fiction
