Best summary I could come up with is that they will create tax incentives for companies to invest in distressed areas.

ill call it like i see it. a good first step. im not going to suck his dick over not doing something dickish like, this one time. but lets see how it plays out. if it turns a net positive, ill be the first to commend Trump on it.
