Well not really. Target doesn't have to have over half its customer base wanting to get a no receipt-refund policy for you to get one. It just has to see its going to lose a part and probably even a very small amount of its clientele for it to change policy. Why? Because you're not obligated to pay them, and they want your money like you want their products.

Now, with our current allocation, the only change comes from sufficient public outrage, and then its even just a smoke and mirrors adjustment.
