It's definitely confusing overall and your last comment could be said for everyone not part of the GOP pushing back about voter identification. I don't understand how ID verification upon registration would cause them any issues if that would be something that is confirmed (via some form of ID) at the precinct on election day.I don't have an issue with requiring a peson prove who they are - i.e. they are eligible to vote - in order to receive a ballot. My earlier posts were about how the GOP meme made it sound like voting doesn't already require identification, as if it was soo lax that non eligible voters could easily vote.
