PER million, of course they're going to look more dangerous when they only have 2 million or less people.

Albania/Serbia/Macedonia have less people than Utah, and are smaller than New Jersey, and have a much higher crime rate than most of Europe.

It was a generalization. The countries topping those charts in Europe are mostly small countries, smaller than most states, and with less people, and higher rates of crime.

It's like comparing Louisiana to the entire rest of the country.
