Just because he looks fast because his arms and legs are short doesnt mean he's a good athlete. A good athlete can compete in multiple athletic events and be competitive. Mighty Mouse is only good when compared to the .3% of the population that are 5'3 and under.

For every one 125lbs fighter there are fifty welterweights competing. Much easier to be the best out of a pool of 500 athletes than be the best out of 25,000.A good athlete doesn't have to be competitive in multiple events. That's not one of the qualifications. If you're good in one singular sport, you're still a good athlete.
Not true. 5'3 athletes have competed at the highest levels of sports like the NBA. Mighty Mouse is one of those athletes. He's the best MMA fighter in the world, but could've easily dominated any other sport of his choosing. The guy is a technical stud.
