Jessica has very little muscle mass about her glutes and what little she has is near the hamstrings. As such, women shaped like her will always have a flat butt no matter how much muscle they put on there.

Women like Holly and Bethe, on the other hand, have naturally a lot more muscle there with rounded distribution from the middle. When they bulked, the results were much more visible than flat butt Jessica.
