But it's like 1/30k people, so not all that crazy rare. Statistically, there should be over 10,000 people at this level in the US.

He said 'the smart person you are typically to meet'

He did not say 'the smartest'

So if you meet 'a smart person' (assuming to mean someone that stands out as smart to you) that would be typically a 145

Obviously speaking candidly and in a very general conversational sense though.

That would be exceedingly rare. In 50 states, you're talking about ~200 people per state. Probably less because they're likely to be concentrated in specific communities that rely on high IQ. Silicon Valley, D.C., Boston, and NYC probably have more than their share of the 160+ population.

So your average person is never running into a 160 IQ and probably not running into a 145 either for the same reason, especially if they never went to college, which the majority of people did not do.
