Would Topturo have been a double champ if he moved down to Bantamweight ?

I reckon he could have made Bantamweight since he is nearly the same weight as Merab but his frame is overall bigger and heavier.
I am not sure if Merab would have been stylistically harder for him than Oliveira. I think Merab's chin is pretty good, so is Oliveira's, and it would have been probably harder for Apturo to keep his knockout power cutting more weight.
Either way Merab would most likely rather vacate his title than fight another Georgian dude as he simply refuses to fight his buddies.
