Because leftists don't believe in capitalist style charity(at least not most of it) and don't want tax writeoffs. Capitalist charity isn't designed to meet the needs of a population it is not an adaquete replacement for socialism. Charity is designed to make the giver feel good about themselves not to actually accomplish anything.
