In terms of title defences he is but in terms of win streaks and how guys were performing at the time of the fights I'd say JDS had the best run, longest win streak in the UFC HW division, won the belt and beat Cain, Werdum and Stipe.
Stipe was mid when the division was good. Then everyone got old and he just kind of... was. nothing against the guy I just find him to be the most overrated heavyweight in MMA history

Great Question.I think it’s fairly obvious given Stipe’s record at heavyweight, but Dana has clearly disliked him ever since he complained about his pay against Overeem and then refused to let Dana put the belt on him after he beat up Ngannou.
I think in this case Dana will likely have to let it go, as there’s value in recognizing Stipe as the UFC’s heavyweight goat, especially with Francis blacklisted and Jon jones likely only fighting once more if he gets the White House main event.
