Why isn't Thug Rose the main event?

She defended her belt twice while Brandon Moreno doesn't even have a single defense.
I know Rose lost vs a top contender, but so did Moreno and worse he is 0-3 vs the champion.

Since the 1st Joanna fight I always rooted against her and don't really care much about this but it pisses me off how UFC disrespects their fighters.
On the merits it seems clear that Rose deserves it more. Is Moreno the main just because he is mexican or am I missing something?
