Why isn’t BJ Penn in the GOAT conversation?

I mean obviously you can’t make an argument of him being the clear #1 GOAT but there has to be an argument that he’s a Top 5 GOAT when you look back at his performances and the names he beat

Gave 225 lb Machida a run for his money, should’ve had a W over GSP the first fight but was robbed, 2 Division champ with 3 defenses (broke the record for most LW title defenses) etc

I am not sure you understand the term GOAT.

Fedor, GSP, Silva, Jones, Aldo.

Maybe Top 10/15:
Cruz, MM, BJ, Hughes, Lidell, Khabib, Cormier, Miocic, Couture, Hendo...

(Not in order).
 
Should have hang up the gloves after his second fight with Frank. Idk about top five, top 10 I can get down.
 
He fought in the wrong weight class a lot and fought so so so so so far past his prime that no one under 40-50 can remember how good he used to be.
 
He was not dedicated enough to his own development as a fighter and instead seemed to have coasted on natural talent and fought for too long, putting in some embarrassing performances at the end of his career. I don't think he invested the same effort into being a great as many of the others mentioned in these lists.

the real fans know that skill wise, p4p, he is right up there with the best to ever do it.

Ask every GOAT candidate on that list, you'd struggle to find one who doesn't consider him one of the best fighters of all time.

Put him in his natural weight class and he goes undefeated for most of his career.

He IS in the GOAT discussion. It's just that he's on the outskirts being overshadowed by the likes of Anderson, George, and Fedor.
