Why does the CGI in Terminator Dark Fate look so bad?

Movie looks like it's made out of plastic. How is this allowed to pass in 2019 with a $185 million dollar budget and James Cameron producing?

Not just Dark Fate either I'm seeing it with a lot of movies. Especially anytime they need to render CGI smoke and explosions it just looks fucking terrible. Like it literally took a step back, the last movie I saw with good CGI smoke/dust storm was Prometheus in 2012. The smoke effects in all of the superhero movies since then look like trash.

Compare this with Terminator Salvation which came out 10 years ago and looks much more real and physical:
