Why do fighters continue to wear baggy shorts after all these infamous incidents?

Silva stopped Chael from taking him down with shorts-grabbing in round 2, the round where he got the finish:

It's a reoccurring theme in MMA- where strikers can circle around and abuse the referee's blind-spot to grab their opponent's shorts for takedown defense, or in GSP's case- where wrestlers can grab their opponent's shorts to secure takedowns.

In almost all cases, these incidents significantly alter the outcome of rounds/fights.

Why would any fighter still wear baggy shorts when things like that happen in very high profile fights?

Dumb ass rules man, there's literally no reason not to poke somebody's eyes and hit them with a low blow each and every fight at least once and also grab shorts or the fence a couple of times.
There needs to be penalties, like a yellow card or something. Eye pokes and very hard shot to the balls should be penalized with a point deduction right away, no warning.
