There doesn't have to be a "greatest" - there were many great wrestlers throughout history.

GSP, Cejudo, Cormier, Cain, Askren, Yoel, etc...

Khabib -> even though everyone calls him a grappler, his understanding of wrestling is phenomenal - which is why he is so well respected by wrestlers and wrestling coaches worldwide.

Jones -> but he took steroids so I don't consider him on any top lists anymore.

I would put Khabib slightly ahead of GSP, strictly because of the depth of different takedowns he used successfully. GSP had better timing on his double-leg and also had a couple nice throws (see 3rd Hughes fight), but Khabib has doubles, singles, throws, trips, suplexes, etc.
Now, having said that, I think it could have been Jones had he chosen to do so. He got into striking for 5 rounds and winning VERY close decisions, but I think if he chose to fight everyone the way he did Bonnar, Bader and Vera, he would have been much more dominant than he ended up being.
