Better P4P? I don't know. But I judge fighter's by their career, legacy and era in which they fought. Hughes did more. Cejudo had some layoffs in his career and didn't fight as much. He also didn't have single win by submission, while Hughes had multiple submission finishes. Hughes was a great all-around grappler for his era who added a strong BJJ/submission game to his wrestling.
And that's what this thread is about: grappling. It includes all aspects: wrestling, submissions, submission-defense, etc. Some of the best wrestlers don't qualify due to poor submission defense. And some of the best submission artists don't qualify because they had weak TDs and couldn't always get the fight to the ground.
