Big city meaning more than half million. The social conservatives have to call themselves that if asked.

Social conservative majority, meaning more than 50% calling itself that. In the context of their own country or region. By region for the sake of practicality lets just say the country and the countries it borders.

It has to be an open society with freedom to travel, fairly open internet and books on politics widely available from all perspectives.

What are the top 5 since we are at it?

I was already pushing it and half-joking by mentioning Turkey as an open society but citing Russia as an open, multiparty democracy in all seriousness is quite something.
