Quebec doctor slays his 3 yo daughter and 5 yo son with a total of 46 stabs. Claims temporary insanity and is dismissed from criminal responsibility by jury. 46months later, he is out, free as a bird, basically sending out a message that its possible for you to violently kill your own children, and get away with it.

Federal Heritage Minister James Moore and Conservative Senator Pierre-Hugues Boisvenu, reacting to the pending release of a former Quebec doctor who killed his two children, said they are poised to table a new bill to protect victims in cases involving people found not criminally responsible due to mental illnesses.

The announcement comes the day after Guy Turcotte, who was found not criminally responsible for the stabbing deaths of his children in 2009, was granted conditional release from Montreal's Pinel Institute.

Isabelle Gaston, Turcotte's former wife, said she was nervous about his pending release and feared he could come after her.

Moore said Turcotte's release would be "unacceptable." He said the new law would aim to better protect victims in similar cases.

"We believe that Isabelle Gaston does not deserve to live in fear of her children's killer and neither do victims of similar crimes across Canada," said Moore.

Turcotte is set to be released Thursday from the Montreal psychiatric Pinel Institute, where he has been held since last year.

On Wednesday, the Mental Health Assessment Commission found that Turcotte, a former cardiologist, had made enough progress to be released.

He was already allowed out of the institution several times a week on day passes.

Turcotte admitted to killing Olivier, 5, and Anne-Sophie, 3, but had denied intent. In 2011, a jury found him not criminally responsible for the stabbing deaths.

Isabelle Gaston said she is concerned for her safety despite conditions imposed on her ex-husband.

"I'm nervous," said said. "There's no policeman that will follow him every day. You know, courtrooms are sometimes full of people that broke their conditions, so I'm just hoping that he's sincere in what he says
 
When released, the committee put out this statement wich i'm paraphrasing : We believe that he still poses a risk for others, but its an acceptable risk.

WTF, did they ask me, or other citizens if we accept that risk?
 
"The rules say that if you think that a person may be dangerous, that's not a reason to keep him. In the charter of human rights, you cannot bypass his right to be free."

the justice system is soo soft in canada it is absolutely ridiculous, every day there is a story about a :eek::eek::eek::eek:phile getting 6 months probation or someone with a violent rap sheet a mile long killing someone when they get out of jail.
 
In Quebec, you have a better chance for getting jailed while protesting tuition hikes, than killing your own kin.

LOL...fuck canada. I am a liberal but this is far too liberal for me. Couldn't you make the argument that anyone that kills someone is either insane or temporarily insane?

people who get found not guilty due to "mental" reasons should be forced to stay their entire lives in state run mental hospitals. Its embarrassing to be able to kill to children by stabbing them and spend 2 years sort of locked up... i hope someone runs him over with their truck or he gets attacked by a rabid moose.
