What was Cecil Peoples like?

I feel like I am asking a parent to describe a well revered distant relative but in essence what was he like? What made him so good? What was he good at? What were his perceived weaknesses? He doesn't appear like a wrecking machine like Mccarthy, or some point taking wizard like Herb Dean, a little unassuming on the surface / head. Clearly he was unbelievable but what made him such a dominant ref?

An ok ref, he started getting pretty bad as he got older. But he was an awful judge. Most times you would be curious if he was even watching the same fight.

Just an overall funny character, and I think hes a good addition to what is MMA today because of his shenanigans inside and outside the cage that we will forever reference.
