I've never heard that expression before. I think he invented it.

However, I think the implication is that 'Red Panty Night' is a night for celebration, because red panties are something sexy the woman wears when she knows there's going to be banging. Sort of the same idea as "fuck me pumps" (high heeled shoes women wear to show off the assets, when they want to get railed later).
