I think that Americans grew up with Tom and only saw Cohen through the Borat and Bruno movies, whilst Cohen did a lot more before them that was shown on C4. I also don't know how big Ali G was in the US.

I liked the Tom Green Show that was on MTV(I think) but Ali G show was way better and Borat was a lot funnier than Freddie Got Fingered

Tom Green but that came out exactly when I was at the age of finding that stuff funny. He was money in Road Trip and that holds up to this day, his show though is definitely of its time. Still lean towards him on this one.
