I seen this at a museum today and it made me look it up and it turns out to be a medical procedure that uses colored lights to heal the body.
This link say they locked a guy that was selling these after FDA was created.

I bet that shit works and is cheaper than going to a hospital and that why it’s outlawed. Next time you get shot, put a Blacklight on it and I bet you be alright.
