I imagine so there is going to be an Air Force one eventually 5 launch sites at 4 different locations. Two launch sites at Kennedy space center, one at Edwards Air Force Base, Brownsville Texas "your backyard ghost" and one secret one "Ocean based" low earth orbit likely somewhere in the Pacific ocean? The heavy lift will be located at Kennedy Space center and the dragon launch sites will be around the Country.

Its money Elon and Space Industries are going to do a bulk of the commercial launches on the cheap. NASA was not being cost effective Elon has lowered the cost by at least a half if not much more. His rockets are home built where NASA required expensive 3rd party engines. The rocket is completely in house design allowing Elon to under cut pretty much everyone in the world by a wide margin.
