Seeing as this is a crisis, the state will have to appropiate land. And sell it off to willing developers at a modest price because it is a crisis. And the developers will have to build large-scale, low-quality housing which they then charge a mint for, often to the extent that the state will have to cover some of the expense with tax funds.
