It's Ramsay by a mile really. Joffrey might be more hateable because he's such a sniveling coward at heart. But Ramsay had no problem actually doing the wetwork himself.

Agree it's Ramsay but IMO it's by less than a mile. Killing the random can Stark brother with an arrow from 8000 miles away was kind of ghey but Ramsay being a badass in his own right at least made him a little more "noble" than pussy-ass Joffrey.

I mean, Joffrey almost exclusively was just a huge brat. It wasn't until he killed the hooker that he even harmed anyone physically himself. He had far power, and a kingsguard to do his bidding, but Ramsay was almost like if Joffrey were 10 years older, wasn't spoiled rotten and became a serial killer.

On the show, Ramsay seemed to take more pleasure in being evil. As in, he was fully aware of his evilness and took pride in being evil.

In contrast, Jeoffrey seemed more like his evilness was just a byproduct of his narcissism and hedonistic ways. Like in his own mind, he didn't actually think he was evil.

Agree. Ramsay's acts and motives were more "evil" than Joffre's for sure. I'm just noting that his willingness to put himself in harm's way - charging into battle naked and repelling Yara's attempt to rescue Theon was badass, kind of make him VERY VERY slightly heroic in a way. He's a more gigantic asshole than Joffrey but at least he's not completely bitchmade.
