It seems obvious at this point that they will be going with Hunter/Reigns at WM32, and I most certainly think it'll be for the WWE WHC. The only other viable candidate is Lesnar, and he doesn't really need it at this point, especially since whatever route they go, they're looking to get it back on Reigns, and Lesnar/Reigns II is undesirable at this point.
However, it seems like they're hell bent on having Reigns be involved in the title picture, and WWE's attached to their preferred "babyface's journey to the title," rather than the other way around. I don't see Hunter chasing Reigns' title at WrestleMania, but I do think that the reverse will happen.
My prediction for the Royal Rumble is this:
Last five will be something along the lines of: Reigns, Ambrose, and the Usos (perhaps more babyfaces), and Hunter as the lone heel. While the clock is ticking to #30, it'll seem obvious that a heel will come out to help Hunter, and assuming WWE's willing to make some compromises as far as just booking talents without contracts given the injury plague they're suffering with Cena, Orton, and Rollins on the shelf, it won't surprise me if #30 ends up being these guys:
