Not to mention that Helwani (the guy who was the biggest hypeman for PFL at the time) has been completely silent on the matter.

If you'd ask me, I predict PFL goes belly up by the end of 2025 and Francis ends up suing the company for not honoring PFL Africa. All the while, Francis will announce the start his own MMA promotion launching sometime in 2026 or 2027.

Agreed. PFL picked up some world class fighters from Bellator and they’ve hung them on a shelf while putting on events in the Middle East and Europe to sign more fighters. They should use the fighters they have under contract and then think about picking up more fighters.
