What "best" means without any further data is difficult. Comparing two films like Hellraiser and Constantine is a good example. Constantine is the better film, but it doesn't have the deep dark horror elements of Hellraiser. So which is best? Constantine had a way bigger budget and a better cast, its the better film but it is not better at horror elements than Hellraiser.

I agree, it received a lot of hate just based on the accents of the characters alone but it is a way better horror film than just about anything of the last decade. On a side note, I'm hoping 2009's Triangle makes it in one of these brackets. Its not a masterpiece but it was FAR better than anyone expected.

The original Hellraiser was actually really good. Same with its sequel. The rest of the franchise is awful.
