Ya, for Into the Spiderverse, they intentionally skip frames for Miles character animation for most of the movie, as a way to show that he has not mastered his abilities. Then once he has mastered his ability, they go back to animating him every frame . For the context of the film plot, it’s a neat device.

Unfortunately, other animation studios saw that people would accept and even praise a what is essentially lazy animation in all other contexts, and they ran with it.
