They are, but thats not the real reason why they won't fight. As it is there is the guy holding a belt - Materla, and the true champion - Mamed. If they fight one another, the winner won't gain much but the loser will be, well, a loser. So based purely on that calculation, and the fact that KSW will never ever kick them out as they are stars of the federation, they just milk current situation.
Which is silly, how can someone take the title seriously if champion and top contender refuse to fight for it?
Recently it became even funnier since they wanted to pair Materla with Falcao, over which he fussed because it would be another "recycled" opponent.

I really don't get this "none title fight" thing. And I have a feeling that he's going to lose again. But even if he does,he's still the champ.kinda stupid..
