There are obviously other cheaters who just didn't get caught but that doesn't excuse cheating yourself and it does not mean every single person he fought was also cheating. That'd be incredibly improbable.

At this point, the inactivity bothers me way more than the cheating because it's clear they're never gonna give him a lasting punishment for it

Interesting take on logic. Jon has multiple positive tests for PEDs so his opponents must have been on them as well. I assume Shogun, Rashad, Machida and the rest were also guilty of blatant eye pokes, hit and run, hiding under the cage at Jackson Wink MMA, beating Jon's wife in front of his kids etc?

Its wild how USADA had a whole hearing clearing him for popping before the Gus rematch and these clowns just took it upon themselves to delete that from reality. Yes the guys who took the positive drug test then engaged in an elaborate conspiracy to overturn that drug test to make the UFC happy so Jon Jones could sell 100k more PPVs then someone else.
