It's a common response to what is perceived as a loaded question phrased in such a way that the answer is assumed.
In formal logic, referred to as question begging.

Maybe it's an American thing, but "have you stopped beating your wife?" is a question to indicate that a previous question is unfair. It's not an indication that Rome has a history of domestic violence.

Think about it. What's the answer to that question?

You can't say, "yes, I've stopped beating my wife," as that indicates that you used to beat her. You can't say, "no, I haven't" because that will land you in jail.

I can't stand Jim Everett/Rome but I happened to hear that exchange. Rome handled it well. It was a stupid response. Stern just trying to deflect the fact that no one cares about the WNBA and avoid the topic of racketeering --- for which I think the feds should go after him for.

I wouldn't be surprised if Stern was forced to leave the NBA, rather than resign. Remember, this is the same guy who said, "gentleman. We are not in the sports business, we are in the entertainment business".
