Japan is to ease its self-imposed arms export ban for the first time in almost 50 years.

In the past all military sales have effectively been banned, although there has been technology transfer to the US.

Japan would impose strict screening on exports and would be transparent about the process, it said. Japan would also not allow its exports to be sold on to third parties.

"Under the new principles, we have made the procedure for transfer of defence equipment more transparent," said Chief Cabinet Secretary Yoshihide Suga.

Japanese weapon systems are notoriously expensive and offers poor value in terms of cost to performance ratio.

It has more to do with smaller scale of production, which means they can't spread the R&D cost over more units. In addition, they are reliant on US or Europe for some critical components. Even if they relax export rules, they would be hard pressed to find customers willing to buy. The only places I can really see them exporting to are Taiwan and India. India is a bit tight on cash due to falling currency and China will not react well to arms sales to Taiwan.
