at first sight it doesnt look ilegal, but its the same motion of the bolt choke (dont know how to call it, but I saw the choke for the first time in one of sub 101 vids, so I just call it like that), only difference you dont get the s grip from behin your knees, but the neck crank is right there... ive been playing on class a lot with this, and ask a few classmates who are refs and they say that it seems to be legal, because while theres a neck crank motion, theres also a choke, so it should be legal, if you want to add more pressure, just use your left arm to push in your left knee, it does not create as much pressure as the with the S grip, but its more stealth...

I doubt anyone would call you on it, and i doubt you could generate enough pressure to actually break a neck either.
 
Spinal/cervical locks are legal if a choke is present.

I dont think you can break a neck, but it hurts like hell, and it literally feels like your neck is going to break, specially if you use the S grip instead of just grabbing your shin...
