I think Mark hunt has the most raw power and force in his punches. I think Alexander Emelianenko also had some of the hardest punching power in all of mma even though he wasn't ever in the UFC.

He is certainly up there in terms of absolute raw punching power , he had no cardio but you certainly better not take a full power punch in the 2 minutes when he had gas.
