Those look like grey spots to me. It may be thinner in the bald spot region but you cant clearly see straight on. In the mirror you can see in the profile the hairline is just above the crest of the forehead which is where it naturally should be.

I'm not saying he didn't have work done or that photo isn't shooped, but he had a hairline years ago in about the place you'd expect it.
