It's the no criminal record part that saved him. The prison population in CA is actually way down from where it once was, but cases like his are given leniency in CA law; if it were his second or third offense, he would have done several years of hard time (20 to life for the third offense if he got under the 3 strikes law). He actually was in a level 1 for most of his actual prison sentence, so it wasn't per se hard time.*California prisons are overcrowded.
*Cain had no criminal record.
*Dozens wrote letters to the judge, displaying his status amongst the latino community.
And yes, I know of all the details of the crime and the arguments at the trial.
Maximum sentences are typically given to hardened criminals that are cancers upon society.
Cain doesn't qualify, and effectively deserved a light sentence, which he received.
The sentence wasn't quite as short as it seems- he was given credit for the time he was out on GPS monitoring, so he has basically been getting sentence credit for the 4 years since the incident between jail, prison level 1, and ankle GPS at home. He is being released early for good behavior, but he still has several years on supervised parole/probation.
