A close 2nd for me is "Homer's Enemy" (Frank Grimes, Season 9 also)

I honestly think anything from Season 1-9 holds up as GOAT material

"Last Exit to Springfield" when Homer becomes the boss of the union. So many jokes and the whole episode worked at multiple levels.

Some others:

Homer the boxer was pretty funny.
When Homer eats the Guatemalan Insanity Pepper chili and has the peyote-like trip and doubts that Marge is his soul-mate. The best Simpsons episodes often had an emotional element that added depth.
When Homer gives up drinking was also a great one.

I liked the one where Homer started working out at the gym at night and ended up climbing Mt. Everest using the power of the "the bar." When he compressed that spaghetti into "bar-form" I think I shit myself laughing. haha
