So hear me out. If you assume a 2D gaussian distribution of strikes oriented at the object area of the total head, most strikes will occur at the center of head + Hair. Given that mma rules do not restrict the type of hair allowed, fighters should take advantage of this fact by shifting their haircut off center from their head. This will shift the 2D gaussian distribution to the side and away from the physical head of the fighter. This will result in a significantly higher quantity of missed strikes than with a centered haircut.

Hmm I doubt even the most impressive ball of hair would actually diminsh the force of a blow (though i suppose thick dreads might, are they allowed?) but couldn't a big hair and beard have the advantage of your opponent not quite knowing where your head and chin actually are? Serve as a chin camouflage of sorts, making it more difficult to throw accurate shots?

Big fail. Hair is restricted and fighters have been forced to cut it.
 
So now fighters have to look like idiots to avoid strikes??
